EDITOR'S COMMENTS

In our second edition of the OPSEC Jounal "Sam" Fisher provides insights into how OPSEC got its start. The key to the article is the assertion that OPSEC is not a security discipline, but a tool for operations managers. It has been over five years since our "orgizational" letter was sent stating that, "We believe the time is right to establish a national-level professional association of Operations Security (OPSEC) professionals..."

 

The Original organizing committee included: Michael Burke, Kenneth deGraffenreid, Robert "Sam" Fisher, Robert Lingan, William Livingwood, Daniel B. Nickel, Arion "Pat" Pattakos, Samuel Raskin, John Spencer, and myself.

 

None of us could have imagined the changes that have occurred in the world over these past five years. However, OPSEC has been a constant. Many attempts have been made to give it a new label or mae it a "security discipline", but the basic concept and process remain unchanged. It remains an excellent analytical process that provides today's managers with the information necessary to make well-informed decesions. It not only holds the costs in check, but it can and should enhance operational effectiveness.

 

The articles in this edition prove a good look at the basics of OPSEC, threat analysis, planning, and the relationship of OPSEC to today's focus "risk management". We also have an article related to the Chemical Weapons Convention, which is very timely considering the recent subway incident in Japan, and two very interesting articles based on actual historical events - "Stealing History" and "The Hughes Glomar Explorer".

 

The success of our organization can be attributed to our members, and the success of our journal to our contributors. In that regard I would like to personally thank those individuals who have taken the time and effort to contribute to this second edition of the OPSEC Journal.
